IOSH Managing Safely Training

Understanding health and safety not only helps protect your employees and is good for your business.

Apart from good, sensible health and safety advice it is important that your staff play their part in the process. To do this they need the knowledge and tools to tackle the health and safety issues for which they are responsible.

For small business owner, managers and supervisors there is the IOSH Managing Safety awareness course. It’s designed and quality controlled by IOSH the Chartered body for health and safety professionals. This is a 4-day course leading to a nationally recognised and respected certificate for successful delegates.

The tutor, Bob Chandler, has over 15 years’ experience in delivering IOSH training and is a Chartered Member of IOSH and a Fellow of The International Institute of Risk and Safety management.

Course outline.

Module 1. Introducing managing safely

Some managers may see health and safety as an add-on to their role –even an intrusion. The first module makes it clear that managers are accountable for their teams, and makes a persuasive case for managing safely.

Module 2. Assessing risks

This module defines and simplifies ‘risk’ and ‘risk assessment’. Risk assessments and a simple scoring system are introduced, and delegates carry out a series of assessments to enable them to fully understand.

Module 3. Controlling risks

Here the session tackles reducing risks, concentrating on the best techniques to control key risks, and how to choose the right method.

Module 4. Understanding your responsibilities

This module looks at the demands of the law and how the legal system works, and introduces a health and safety management system.

Module 5. Identifying hazards

All the main issues any operation has to deal with are covered in this module – entrances and exits, vehicles, vibration, fire, chemicals, electricity, physical and verbal abuse, bullying, stress, noise, housekeeping, slips, trips and falls, working at height, computers, asbestos, confined spaces, drugs/alcohol, lighting, plant/machinery, radiation, temperature and manual handling.

Module 6. Investigating accidents and incidents

The session starts with why accidents should be investigated, and goes on to cover why things go wrong, and how to carry out an investigation when they do.

Module 7. Measuring performance

This module explains how checking performance can help to improve health and safety. Delegates learn how to develop basic performance indicators, and get to grips with auditing and proactive and reactive measuring.

Module 8. Protecting our environment

A short but effective introduction to waste and pollution. Leading into how organisations and individuals can get involved in cutting down the impacts on the environment.

Delegates who successfully complete the written and practical assessments at the end of the course are awarded an IOSH certificate in Managing Safely.

Written assessment is “closed book” and consists of a mixture of multiple choice and short written answers – held on the last day of the course.

Practical assessment – Delegates chose an area in their organisation on which to conduct the assessment. They have 2 weeks to complete the practical assessment.

Why should you provide health & safety training?

There are many reasons why employers should provide health & safety training for their employees. Sometimes employers feel that training is nothing but an unnecessary cost and they will not get any benefit from providing it – so they ignore it! Others only provide training because some of their clients make them. But the reality is that training provides many benefits to a business no matter what size the business.

First of all there is the obvious requirement to meet your legal requirement to keep people safe and meet the requirement to provide “information, instruction and training”. But there are some others:

Accidents and work related ill health

Training helps prevent accidents and work related ill health. No matter how minor the accident there is a cost involved to the employer – the bigger the accident the more cost. Work related health issues are equally costly. Some of the costs can be:

  • Lost time
  • Damage to equipment
  • Damage to materials / building
  • Lower moral of employees leading to more accidents
  • Insurance claims resulting in higher premiums
  • Dealing with the enforcement authorities
  • Legal expenses
  • Fines / imprisonment

Helps when legal issues occur

If the unfortunate happens and things turn into a legal matter it will help the business. If you, as a business owner or manager can prove that you provided proper health and safety training to your employees and took all reasonably practical steps to prevent an accident, it can greatly help in your defence – both in civil and criminal law.

Getting on an approved suppliers list

Instead of resenting having to have training in place for your employees because a client demands it. You should look at it that you can more easily get onto other potential clients approved lists. Thus giving you more business.

Productivity and absence

There have been many examples of how health and safety training helps productivity and reduces absenteeism. Employees who feel safe and valued because their employer has invested in them by providing training work more productively and have less absence.


Good health and safety will help you to build a positive reputation with your clients and staff. The resulting good public relations should help to increase sales and generate more leads.

Bespoke Health & Safety training passes course approval scheme

Just what the client ordered!

One of our national clients engaged HASCAT Safety to produce a bespoke 1 day training course for their service engineers. They gave us the brief of what they wanted in the course, to include a workbook and contain 2 assessments with the requirement that we make the course bespoke to their engineers. And they wanted RoSPA Course Approval for the finished item.

The client has over 400 service engineers carrying out service and repair of capital equipment covering the whole of the UK. The majority are mobile visiting different customers each day and working alone. The other engineers are either based at their national service centre or are embedded on customer sites looking after fleets.

The aim was to make the course informative, enjoyable and the engineers could engage with it as reflected their working environments.

We worked closely with our client on the materials, the syndicate exercises, their documents and the assessment method which we planned to use.

We wrote a lesson plan based on these discussions, built the presentation using their standard presentation format and wrote the assessments. These were then submitted to the client for approval. These were all accepted by the client so we set about writing the workbook to accompany the course. This was also produced in their corporate format.

Once this was all approved by the client we ran several courses in different geographical locations in the UK to get feedback from the engineers. Great feedback was given by the engineers as they could now see how health and safety applied to them with many commenting that they not only found it interesting but also fun!

With the clients consent we then dealt with RoSPA on their behalf to obtain their Training Course Approval.

We are pleased to say that we achieved a 100% score for the whole course.

On Saturday 16th April Sue and Bob Chandler and Sandra Forbes attended Kids In Action 20th Birthday party to represent LB Connect Business Networking Group.

Last year Kids In Action was LB Connects nominated charity of the year. In October last year LB Connect presented a cheque for over £4,000 to the charity and part of the birthday celebrations was Kids In Action saying ‘Thank You’ to their supporters.

Bob, as chair of LB Connect, accepted a plaque from Paul Bowen-James expressing Kids In Action’s thanks for LB Connects fund raising.

LB Connect is a business networking group based in Leighton Buzzard helping businesses in the local area grow their business. As a not-for-profit organisation LB Connect donate their ‘profits’ to charity each year. This year the group are supporting KidsOut.

Changes to the Sentencing Guidelines will increase health & safety fines

Criminal courts have the power of unlimited fines for health & safety offences but follow guidelines. Those guidelines are about to change. New guidelines from the Sentencing Council starting on 1st February 2016 will mean fines imposed for health & safety offences will rise.

The fines imposed will be based on a range of factors which include business turnover and the degree of harm. The guidelines intend for fines to be deliberately punitive and to remove any economic gain that may be derived from poor health and safety.

The Courts will have to determine the offence by category by looking at various factors. Then the turnover of the business is considered to determine a starting point for the appropriate level of fine.

The next stage involves considering of whether the fine suggested by the previous steps is “proportionate to the means of the offender”. The court might take into account things like the profitability of the business before tax, directors’ / owners’ remuneration and the assets of the business to do this.

The fourth step considers of any other factors that may warrant an adjustment of the proposed fine.

The court should adjust the fine in light of any aggravating and mitigating factors, which are likely to relate to the wider circumstances of the offence and also include factors relating to the offender. Examples of aggravating factors include cost cutting at the expense of safety and a poor health and safety record. Mitigating factors could include no of previous convictions and having effective health and safety procedures in place.

Conviction rates for individuals who turn a blind eye to unsafe practice or sacrifice health & safety for profit are also set to rise. Unless the risk of harm is very low, courts will be directed that all cases of a deliberate breach of health & safety requirements should result in a prison sentence of up to 2 years, for the most serious offences.

So businesses must ask themselves if their management of health & safety is appropriately managed for their size and type of business.
